    Who Is Rehoboth Bay HOA

    What is the RBHOA

    The RBHOA is a membership-by-choice organization whose purpose is to promote a sense of community. We are a nontraditional HOA. Aside from bringing our residents together through social events and meetings, we work to educate homeowners on lease agreements, new regulations within the Sussex County, and other housing issues that would impact residents.     Some of the many benefits of becoming a HOA member: If your landowner decides to sell the land, only HOA’s have the Right of First Of Refusal.  HOA strengthens the voices of manufactured homeowners in negotiation, and helps them to: preserve property values, protect against  unlawful rent increases, safe neighborhoods, and ensure that community management complies with the law.

     With your membership you automatically become a member of Del Manufacture HOA. DMHOA has direct communication with the state homeowner advocacy groups. The DMHOA serves as your voice at the state level, with the help of several powerful partners organizations who support our mission

    Update on Rent Overcharge Issue Affecting 10 -Year Leases

    Background of the Rent Overcharge


    As many of you are aware, residents holding ten-year leases have been overcharged on their rent by HTA over the past several years. This issue was identified through ongoing collaboration with representatives from the Brian Eng AG and HTA manager Tara Edmonds. 

    Discovering the Scope of the Issue

    Following confirmation of a miscalculation in the rent, I reached out to other HTA HOA presidents to determine the extent of the issue. Our discussions revealed that this was not an isolated incident affecting only the Rehoboth Bay Community. In fact, other HTA communities throughout Delaware have also been impacted by this overcharge.

    Response from HTA Management

    HTA were aiming for a February 1st completion; however, our agreement between our attorney and the Attorney General’s Office allows us until the end of February. Because not all residents have the same rent amounts, the calculations are extremely time‑consuming. Each ledger must be fully recalculated and prepared so we can provide accurate documentation to residents when questions arise. This is a significant undertaking, and we truly appreciate your patience as we work through it. In addition, this affects more than one community, so we want to make sure we have all accurate information- I look forward to reaching out to all affected residents soon.”
